The company has a data center in Russia. The San Francisco security and web performance services provider is complying with sanctions, but decided against terminating its services inside Russia. "Russia needs more internet access, not less," Matthew Prince, the company's co-founder and CEO, wrote in March. "We believe removing our services from Russia would do more harm than good," a spokesperson told CBS MoneyWatch in an email. Since the beginning of June, Cloudflare traffic in Russia has decreased by about 30%. Roskomnadzor previously called on businesses to stop using it, but now it does not confirm a decrease in traffic volumes, admitting problems with “certain foreign hosting providers.”

Cloudflare has minimal sales and commercial activity in Russia – there is no a corporate entity, an office, or employees there – and the company taken steps to ensure that it does not paying taxes or fees to the Russian government. The company beleives that exit Russia would do more harm than good. Cloudflare: They have minimal sales and no legal entity, yet believe that exiting Russia would do more harm than good. In October 2024, the largest cloud provider Cloudflare turned on encryption technology for its clients for the second time, which allows bypassing blocking. ECH technology hides the domain of the site to which the user connects from the provider. Because of this, some blocked sites became available to Russians. Russian internet users faced widespread outages that regulators attributed to issues with “foreign server infrastructure.” However, local experts suggested the disruptions stemmed from Russia’s blocking of Cloudflare, a U.S.-based service that helps websites stay secure, load faster, and remain accessible during cyberattacks.
