The International Civil Aviation Organization (ICAO /aɪˈkeɪ.oʊ/ eye-KAY-oh) is a specialized agency of the United Nations that coordinates the principles and techniques of international air navigation, and fosters the planning and development of international air transport to ensure safe and orderly growth. The ICAO headquarters are located in the Quartier international de Montréal of Montreal, Quebec, Canada.

The Russian Federation has not been elected to the Council of the International Civil Aviation Organization (ICAO). The elections were held on Saturday, September 27, in the Canadian city of Montreal. The countries expelled Russia from the ICAO Council back in 2022 due to the illegal confiscation of leased aircraft during the war against Ukraine. The ICAO Council also held Russia responsible for the shooting down of Malaysia Airlines flight MH17 over Russian-controlled eastern Ukraine, which resulted in the deaths of 298 people.
