Decision trail
Decision date 03/02/2025 · Reference ↗
The Linux Foundation, a non-profit consortium dedicated to the development of the Linux operating system, published new guidelines for interacting with programmers from countries subject to international sanctions in late January 2025. These guidelines primarily concern Russian developers and highlight the risk of working with them under current US sanctions. The main point of the guidelines is a warning against direct interaction with Russian developers, as this could lead to violations of US sanctions imposed by the Office of Foreign Assets Control (OFAC). The guidelines apply not only to Russia, but also to other sanctioned countries such as Iran, Cuba, North Korea, and Syria.
