Roskomnadzor (RKN) announced on Wednesday, August 13, 2025 a "partial restriction on calls" in the Telegram and WhatsApp messengers, citing in its decision materials from "law enforcement agencies to combat criminals." WhatsApp made a statement regarding Russia's intentions to close the application. Roskomnadzor (RKN) warned on Friday, November 28, 2025 that the WhatsApp messenger, which the agency claims continues to violate Russian law, could be completely blocked in Russia.
