Decision trail

Decision date 28/06/2025 · Reference ↗

Received revenues in Russia in 2021-2024, there is no any official announcement. 09.2024: The entry about the founder of "APLEONA" GMBH has been removed from the Unified State Register of Legal Entities. "DELAWARE INVESTMENT COMPANY" LIMITED LIABILITY PARTNERSHIP (Egypt) becomes the new founder of the organization. In fact, the company is still operating in the Russian market and continuing to pay taxes to the Russian government - but is using legal subterfuge to hide the real situation from its customers and employees. In September 2024, Apleona GmbH transferred 100% ownership of its Russian business (Apleona Rus) to Delawar Investment company (Egypt) and the Apleona Russia company name was changed to “Panelao” (a simple anagram of Apleona). The owner and president of Delawar Investment company (Egypt) is Mohamed Delawar, who was (and continues to be) the CEO of Apleona Egypt - a long-term employee of Apleona. Apleona has simply temporarily “parked” its Russian business with its employee in Egypt, and tried to hide that fact by slightly changing its name.
